{"id":6607,"date":"2024-12-12T09:04:42","date_gmt":"2024-12-12T08:04:42","guid":{"rendered":"https:\/\/wazup-intech.com\/?p=6607"},"modified":"2025-02-10T23:53:27","modified_gmt":"2025-02-10T22:53:27","slug":"18-recommendations-for-developing-and-regulating-lia","status":"publish","type":"post","link":"https:\/\/wazup-intech.com\/us\/18-recommendations-for-developing-and-regulating-lia\/","title":{"rendered":"18 recommendations for developing and regulating AI"},"content":{"rendered":"<p class=\"has-black-color has-text-color has-link-color has-medium-font-size wp-elements-e402cae1f23edf79d3eca0c22d512347\">In anticipation of the Artificial Intelligence Summit to be held in Paris in February 2025, the Parliamentary Office for the Evaluation of Scientific and Technological Choices has produced a report recommending 18 measures to support and control the explosion of AI in our daily lives.<\/p>\n\n\n\n<p><strong>How to encourage the development of artificial intelligence while controlling its effects?<\/strong> <strong>How can we regulate artificial intelligence, whose expansion is as worrying as it is seductive and even fascinating?<\/strong> Vast and delicate subjects on which the <a href=\"http:\/\/www.senat.fr\/travaux-parlementaires\/office-et-delegations\/office-parlementaire-devaluation-des-choix-scientifiques-et-technologiques.html\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>Parliamentary Office for the Evaluation of Scientific and Technological Choices<\/strong><\/a> -OPECST-, seized in July 2023 by the offices of the National Assembly and the Senate. Title <strong>\u201cChatGPT, and after? (Senate Photo)<\/figcaption><\/figure>\n\n\n\n<p>Ambitious, this report is the result of significant investigative work with the world&#039;s best experts on the subject. &quot;The rapporteurs studied&nbsp;<strong>the different AI models and the details of how they work<\/strong>, identified the&nbsp;<strong>political, economic, societal, cultural and scientific issues<\/strong>&nbsp;that they raise, compared the&nbsp;<strong>French national AI strategy<\/strong>&nbsp;to nearly 20 other strategies, six in the European Union and eleven in the rest of the world, and analyzed around ten&nbsp;<strong>of global governance projects<\/strong>&nbsp;&quot;artificial intelligence,&quot; explained the rapporteurs when presenting their work to the press.<\/p>\n\n\n\n<h2 class=\"wp-block-heading has-medium-font-size\"><strong>18 recommendations, including 5 essential ones<\/strong><\/h2>\n\n\n\n<p>Since 2015, artificial intelligence (AI) has seen major advances, particularly with the development of models based on deep learning, such as GPT-3 and GPT-4, and generative tools (images, videos, texts). These innovations have disrupted sectors such as health, transport and even creation, with each time the emergence of advantages and disadvantages. <strong>Regulation and ethics are therefore essential in the face of challenges related to transparency, data sovereignty and socio-economic impacts.<\/strong>It is in this context that the rapporteurs have mentioned <strong>18 regulation tracks including 5 <\/strong>are considered a priority and must absolutely, according to the rapporteurs, be supported on the occasion of the <em>AI Action Summit<\/em>which will therefore be held in Paris in February 2025.<\/p>\n\n\n\n<h2 class=\"wp-block-heading has-medium-font-size\"><strong>Anticipate needs and constraints at a global level<\/strong><\/h2>\n\n\n\n<p>The OPECST report advocates a cross-cutting approach, involving actions at global, European and national levels. <strong>The emphasis is on governance, regulation and education, while insisting on the strategic autonomy of France and Europe.<\/strong>. Close coordination between States, parliamentarians, and economic actors is strongly recommended and should make it possible to meet the challenges posed by AI, while maximizing its societal and technological benefits. In summary, promoting the development of AI while maintaining control\u2026<\/p>\n\n\n\n<p>To get to the point, <strong>Here are the most significant measures<\/strong> detailed by the rapporteurs during the presentation of the report to the press:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li class=\"has-vivid-cyan-blue-color has-text-color has-link-color wp-elements-e3e442ed85621ea92a8512d412adc110\"><strong> Prescribing a cross-cutting approach to AI issues<\/strong>:&nbsp;<\/li>\n<\/ul>\n\n\n\n<p>\u201cAI should not be limited to a risk-based vision,\u201d the report insists. A solemn declaration by participants is expected to broaden the summit\u2019s themes to include the following topics in the discussion:&nbsp;<\/p>\n\n\n\n<p>\u00a0\u00a0 \u2013 Education and culture: <strong>promote learning and understanding of AI technologies<\/strong>.\u00a0<\/p>\n\n\n\n<p>\u00a0\u00a0 \u2013 Digital sovereignty and general interest: <strong>guarantee technological autonomy and control of strategic infrastructures.\u00a0<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li class=\"has-vivid-cyan-blue-color has-text-color has-link-color wp-elements-3a75eb04e514ab6a9b120a074b969824\"><strong>Streamlining Global AI Governance<\/strong> :&nbsp;<\/li>\n<\/ul>\n\n\n\n<p><strong>Propose that the UN oversee global AI governance<\/strong> to avoid the proliferation of fragmented initiatives.\u00a0<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li class=\"has-vivid-cyan-blue-color has-text-color has-link-color wp-elements-e55a130fb1a7bc900cf8d7f5dfccca84\"> <strong>Establish a comprehensive regulatory framework<\/strong> :&nbsp;<\/li>\n<\/ul>\n\n\n\n<p>Take inspiration from <strong>OECD and EU multidimensional approaches<\/strong> to regulate the entire AI value chain.\u00a0<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li class=\"has-vivid-cyan-blue-color has-text-color has-link-color wp-elements-0065283b844fc0c5dfec1fc5915703be\"><strong>Launch a European AI cooperation programme<\/strong> :&nbsp;<\/li>\n<\/ul>\n\n\n\n<p>Involve countries sharing a common vision (France, Germany, Italy, Spain) to <strong>strengthen collaboration and innovation<\/strong> in this area.\u00a0<\/p>\n\n\n\n<h2 class=\"wp-block-heading has-medium-font-size\"><strong>Preparing France for the global challenge of AI<\/strong><\/h2>\n\n\n\n<p><strong>Concerning France in particular, the rapporteurs detailed 13 measures<\/strong> to be implemented to both develop AI and allow all French people, individuals and professionals, to use it without fear:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li class=\"has-vivid-cyan-blue-color has-text-color has-link-color wp-elements-a5cf15ce85a1af28382d18cb454d02a5\"><strong>Developing an autonomous European sector<\/strong><\/li>\n<\/ul>\n\n\n\n<p><strong>Aiming for technological independence<\/strong>, coordinating national and European efforts to build a complete value chain.\u00a0<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li class=\"has-vivid-cyan-blue-color has-text-color has-link-color wp-elements-d9ec3aa44d85253b7e637d8d1f5cb2cf\"><strong>Structuring an effective public policy<\/strong><\/li>\n<\/ul>\n\n\n\n<p>Set clear objectives, concrete means and monitoring mechanisms to make the <strong>more operational national strategy.\u00a0<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li class=\"has-vivid-cyan-blue-color has-text-color has-link-color wp-elements-734974d0cd7dcc48936ae653586b5726\"><strong>Strengthening strategic governance at the state level<\/strong><\/li>\n<\/ul>\n\n\n\n<p>Involve multiple ministries in centralized coordination to effectively drive initiatives.&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li class=\"has-vivid-cyan-blue-color has-text-color has-link-color wp-elements-cfe206b7fb965a29b0d17fe6459a4976\"><strong>Training the population in AI.<\/strong><\/li>\n<\/ul>\n\n\n\n<p>\u2013 Schoolchildren, workers and the general public: launch <strong>learning programs<\/strong> inspired by models like the one from Finland.\u00a0<\/p>\n\n\n\n<p>\u2013 Continuing education: <strong>supporting changes in work<\/strong>l related to generative AI.\u00a0<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li class=\"has-vivid-cyan-blue-color has-text-color has-link-color wp-elements-b2f77283da1ad33c6088e7ba48d9a72c\"><strong>Organize a social dialogue on AI.<\/strong><\/li>\n<\/ul>\n\n\n\n<p>Involve businesses and social partners in tripartite discussions to anticipate impacts on employment and reduce resistance.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li class=\"has-vivid-cyan-blue-color has-text-color has-link-color wp-elements-1877f0506084cc28066ef07bf12c2368\"><strong>Mobilizing the French AI ecosystem.<\/strong><\/li>\n<\/ul>\n\n\n\n<p>Inspired by international initiatives (NL AI Coalition), <strong>coordinate public and private actors<\/strong> at regional and national levels.\u00a0<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li class=\"has-vivid-cyan-blue-color has-text-color has-link-color wp-elements-33416e600c7b05d82f2615929dc7b584\"><strong>Restarting trusted AI projects.<\/strong><\/li>\n<\/ul>\n\n\n\n<p>Renew initiatives like \u201cConfiance.ai\u201d to ensure a <strong>safe and ethical adoption<\/strong> in critical sectors.\u00a0<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li class=\"has-vivid-cyan-blue-color has-text-color has-link-color wp-elements-c8af20cc2840232d1c639f375f03c043\"><strong>Support public research.<\/strong><\/li>\n<\/ul>\n\n\n\n<p>Encourage transdisciplinary research, integrating various paradigms (symbolic AI, connectionist) and innovative technologies (Mixture of Experts, Trees of Thoughts).&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li class=\"has-vivid-cyan-blue-color has-text-color has-link-color wp-elements-e342f2770c1674f132c8d56734f7c9ac\"><strong>Meeting the challenge of standardization<\/strong><\/li>\n<\/ul>\n\n\n\n<p><strong>Strengthening French participation<\/strong> in international standardization committees to defend national and European interests.\u00a0<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li class=\"has-vivid-cyan-blue-color has-text-color has-link-color wp-elements-285e3266462b31392bcd752d6053306c\"><strong>Ensure sovereign control of cultural data.&nbsp;<\/strong><\/li>\n<\/ul>\n\n\n\n<p><strong>Create French-language databases<\/strong> to counter the cultural standardization induced by mainly Anglo-Saxon models.\u00a0<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li class=\"has-vivid-cyan-blue-color has-text-color has-link-color wp-elements-77132620d5e66111086ad841fd025ef9\"><strong>Reform intellectual property rights.<\/strong><\/li>\n<\/ul>\n\n\n\n<p>Adapting copyright to the specificities of generative models, <strong>protecting both training data and creators.\u00a0<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li class=\"has-vivid-cyan-blue-color has-text-color has-link-color wp-elements-1e3218f6356ae3b879aaefa6ebe521ec\"><strong>Entrust monitoring of AI policy to OPECST.&nbsp;<\/strong><\/li>\n<\/ul>\n\n\n\n<p>Ensure regular evaluation by this body, at the crossroads of the scientific and political worlds.&nbsp;<\/p>\n\n\n\n<p><\/p>\n\n\n\n<p class=\"has-text-align-center\" style=\"font-size:17px\">An ambitious program, a big gap also between the proponents of non-regulation of AI and those who, on the contrary, want to curb its development to better control its effects.
