The "Committee on Generative Artificial Intelligence" set up in September 2023 has just submitted its recommendations to regulate this disruptive technology and establish France in the global competition that it has already generated.

The emergence of Artificial Intelligence in our lives and in the economy raises many ethical questions. Through various studies and even controversies between AI promoters, it has become necessary to find a balance between the advantages offered by these technologies and the potential risks for society in the areas of ethics, economy, productivity, work, business organization and more broadly on the industrial and digital sovereignty of States.

The expected and sometimes even feared technological and social upheavals justify the battle for sovereignty through the control and supervision of these algorithms.

Framing the revolution

It therefore became urgent and essential to establish a framework for the development of AI. It was in this context that the "Committee on Generative Artificial Intelligence" was set up by Elisabeth Borne, former Prime Minister, in September 2023.

Co-chaired by two experts – Anne Bouverot, Chair of the board of directors of the ENS (National Graduate School) and Philippe Aghion, economist and professor at College of France – this committee wrote a report entitled “ AI: our ambition for France » which was given to Emmanuel Macron on March 13.

This voluminous document (130 pages) highlights the issues and challenges of AI for France and ultimately proposes 25 recommendations and 7 “priority recommendations” for “ make France a major player in the technological revolution of artificial intelligence (AI) ». In summary, its authors recommend developing ethical AI, respectful of human and environmental values, and strengthening the competitiveness of French companies in this field. It also recommends training all citizens in these new technologies and creating an appropriate regulatory framework.

7 essential recommendations

  • Training citizens in AI AI will profoundly transform the job market. It is therefore essential to train citizens in these new technologies so that they can adapt to these changes and seize the opportunities offered by AI.
  • Create an appropriate regulatory framework : AI raises many legal and ethical questions. It is therefore necessary to create an appropriate regulatory framework that can regulate these technologies while promoting their development.
  • Promoting AI for the benefit of the environment AI can be a powerful tool to combat climate change and protect the environment. It is therefore important to promote the development of "green" AI, which contributes to the ecological transition.
  • Promoting digital inclusion : AI should not increase inequalities, but on the contrary contribute to reducing them. It is therefore essential to promote digital inclusion, ensuring that all citizens have access to these technologies and can benefit from them.
  • Strengthening international cooperation AI is a global issue that requires strengthened cooperation between states. It is therefore important to reinforce international cooperation in this area in order to promote the development of ethical and responsible AI on a global scale.
